There is no exact conversion between NTRP and UTR. Men's and women's NTRP divisions have different approximate UTR orientation ranges, and players within either division can vary meaningfully. These are not official placements or equivalencies.

There is no exact NTRP-to-UTR equivalency
NTRP groups players into broad levels used largely for USTA competition, while UTR uses a continuous scale built from eligible match results. A single NTRP level therefore overlaps a range of UTR values rather than converting to one exact number.
Why the ranges overlap
Players near opposite ends of an NTRP band can have different results against the same opponents. Match recency, opponent strength, score patterns, and the matches available to each system also differ, so adjacent NTRP levels can overlap on UTR.
